A long-awaited EC site in Bukit Panjang

The Senja Close parcel was released under the Government Land Sales (GLS) programme as an executive condominium site, and it drew close attention precisely because new EC land in Bukit Panjang had been so scarce. The last comparable site in the area became Blossom Residences back in 2010.

When the tender closed in 2025, City Developments Limited emerged as the top bidder, securing the site that is now Solano Grand.

The numbers behind the bid

CDL's top bid worked out to around $771 per square foot per plot ratio for the roughly 109,352 square foot site, which carries a gross plot ratio of 3.0 and is expected to yield approximately 300 homes.

Industry watchers read a bid at that level as a sign of measured developer confidence in Bukit Panjang demand — competitive enough to win, but disciplined given current market conditions. The land cost ultimately informs the eventual launch pricing, which the developer will confirm closer to launch.

Twin EC wins for CDL

The Senja Close award came as part of a broader push: CDL also secured an EC site at Woodlands Drive 17 around the same period, and the group publicly framed the pair as a timely boost to its executive condominium pipeline.

For buyers, that institutional commitment is reassuring. It means Solano Grand EC is backed by a developer actively investing in the EC segment, with the recent successes of Copen Grand and Lumina Grand behind it.

What the tender signals for the area

A successful, competitive tender tends to anchor expectations for a precinct. It signals that developers see sustained upgrader demand in Bukit Panjang, Choa Chu Kang and the wider north-west, where many HDB households are reaching the end of their minimum occupation period.

Combined with the area's mature amenities and the walkable school catchment, the Senja Close result reinforces the case for Solano Grand as a notable launch to watch.
