15-Month Wait-Out Lifted: What Changed

When a housing rule changes, the first question is who it touches. This explainer looks at the removal of the wait-out period for private property owners buying HDB resale flats, as reported by Stomp from National Development Minister Chee Hong Tat's announcement, and sets it beside the latest resale figures reported by Little Big Red Dot.

What was announced, and what it means for Solano Grand EC

On 28 July 2026, Minister Chee told the 11th Singapore Economic Review Conference that the 15-month wait-out period was being lifted, with immediate effect. In the reported wording, private property owners of all ages no longer face a wait-out period to buy a non-subsidised HDB resale flat of any size. Before the change, an owner of a private home had to wait 15 months before buying such a flat. In plain terms, one gate between private and public housing has been taken away.

What the announcement coverage does not settle for Solano Grand EC buyers

A news report cannot list every condition attached to a purchase. Rules for subsidised flats, housing grants, HDB loans and executive condominiums sit in different parts of the HDB rulebook, and a headline about one wait-out period does not tell you how those parts behave. Anyone whose plans involve a grant, a loan or a new EC should confirm their own category with HDB directly before relying on a summary, this one included.

What the resale data shows beside Solano Grand EC

The third-quarter flash data, as reported by Little Big Red Dot, has the HDB resale price index slipping 0.2 per cent to 202.4, from 202.8, after falls of 0.3 per cent in the first quarter and 0.1 per cent in the second. Even so, 7,528 resale transactions had been recorded by 29 September, which is 5.2 per cent above the 7,157 logged in the third quarter of 2025. Prices softened slightly while volumes held up. Whether the rule change contributed to either is not something these figures can answer, and a single quarter is a thin basis for reading it in.

Where Solano Grand fits

Solano Grand is a 99-year leasehold executive condominium by City Developments Limited at Senja Close in Bukit Panjang, District 23, planned for roughly 300 homes. As a new EC, it follows its own purchase rules, which the announcement coverage does not address, so a household weighing it against a resale flat should read the official eligibility guidance for each route. The parcel covers about 109,352 square feet and borders Senja Woods, and it is the first EC site released in Bukit Panjang in close to fifteen years. Its nearest rail point is Jelapang LRT station, two stops from the Bukit Panjang MRT and LRT interchange, and the location page maps the surroundings. The project is in pre-launch, with registration open and the final unit count and completion date still to be confirmed by the developer.

Checking your own position before Solano Grand EC

Policy summaries compress many conditions into a few lines, and a short article cannot replace the official guidance. Reading the agency's own rules first is the safer order of operations.
